Todas as pessoas têm dignidade?

Atentados e noticiários do terror, reações de temor e insegurança, ou relativa naturalidade da vida cotidiana: “just another day…”

propiciam oportunidades para os acadêmicos realizarem pesquisa comandadas pela curiosidade e distantes das intensas pressões da universidade moderna;

são internacionais num mundo acadêmico cada vez mais internacional;

The panel discussion The Future of UBIAS, held during the Intercontinental Academia's second phase, in Nagoya, on March 11, did not deal with the agenda for the coming years of the University-Based Institutes for Advanced Study network, but with the specific characteristics of associated institutes for advanced study (IASs) and how they contribute to the advancement of knowledge and to the revitalization of the academic environment.

The concern of the panelists is natural once that the strengthening of the IASs leads directly to the consolidation of the UBIAS as an international collaborative network.

The event has brought together directors and representatives of IASs, as well as coordinators, participants and some of the lecturers of the Intercontinental Academia. Much of the discussion revolved around the importance and peculiarities of interdisciplinary research. Issues such as freedom of research, the variety of institutional profiles, the thematic diversity of each institute, the emphasis on internationalization, the participation of young researchers and the barriers that the IASs must overcome within the universities in which they are based have also been addressed.

However, according to most of the debaters, all these aspects are subordinated to the primary mission of the IASs: the research of key issues for the natural, social and human sciences.

To Eliezer Rabinovici, from the Israel Institute for Advanced Studies of the Hebrew University of Jerusalem, the Institute for Advanced Study (IAS) in Princeton is an important parameter, "but one should not emulate it totally because each IAS reflects the academic culture in which it appears."

He hopes that the IASs that have arisen in various universities around the world do not end up being experiments doomed to disappear in 10 or 15 years. To avoid this, he said, universities should think of long-term activities and lay the basis for the IASs' perpetuation.

Rabinovici advocated an international participation of the institutes: "An IAS can be evaluated by the quality of its international participation and one of the ways to undergo a quality control is to expose, to be known by others and to meet them."

A strong international presence can also be a safeguard to certain risks that are inherent to the importance of the IASs, according to Rabinovici. One of these risks is to be controlled by groups with power in universities, drawn to it by the "ability the IASs have to become powerful tools in academia."

As for the role of interdisciplinarity, Rabinovici exemplified the case of his institute, of which he has been director: "Interdisciplinarity is not the goal; the goal is to study interesting problems."

To Hisanori Shinohara, director of the Institute for Advanced Research (IAR) of the Nagoya University, the current academic trends give more emphasis on scientific applications, while his institute gives more importance to the fundamental questions of the natural and social sciences.

Peter Goddard, former director of the IAS in Princeton, has also participated in the panel discussion and agreed to Rabinovici's view that the IASs should be devoted to fundamental issues in science. As an example, he cited the work of a group at the IAS whose theme is the boundaries of immigration. "The group is not interested in providing guidance on how to deal with immigration, but in studying it in its fundamental aspects," he said.

The diversity between the institutes and their research topics was commented by Martin Grossmann, former director of the IEA-USP and a member of the Senior Committee for the Intercontinental Academia. As an example, he explained the profile of the Brazilian institute: "Sometimes people ask me why we are not forming future Nobel prize winners or why we do not discuss the reasons for Brazil not having a Nobel. The institute is inserted in USP's context and what differentiates us is to work with public policies, a very important issue for developing countries."

Still regarding the mission of the institutes, Goddard said that whenever he is asked to evaluate an IAS he questions whether they are doing things that can not be done in other parts of the university. "To serve as a funding mechanism or to provide additional income to some researchers is important, but this is not what an IAS should be," he said.

To Shinohara, one of the important things to which an IAS can help is to enable an environment of freedom for reflection and research. "We are always busy with classes, administration, meetings, among others. It would be great if we could provide a space with freedom, particularly to promising young researchers. Is it possible to provide freedom to scientists? At the Nagoya University this is a very difficult task."

Rabinovici agreed that this is another difficulty of the UBIAS and that, therefore, when a researcher enters their institute they must commit to stop teaching, participating in committees and getting involved in administrative activities.

Carsten Dose, general secretary of the Intercontinental Academia and moderator of the panel, said that universities in general are made up of people that respect each other, but when an IAS creates a possibility for some to have a freer activity this is seen as a privilege. "Granting privileges tends to lead to some envy in the academic environment."

Grossmann agreed with Dose's comment. He said that university administrators know how to think the university and would like to go on with it. However, they are constrained by the obligation of managing a large institution. According to him, in addition to managers, other members of the teaching body of the university see the IEA-USP as a privileged place since it has a light structure, no students or permanent researchers and a completely different atmosphere from what they experience.

Opening the discussion to the participants of the Intercontinental Academia, Shinohara asked them if young researchers should engage in interdisciplinary themes or focus on a specific field.

Philosopher Valtteri Arstila, from the University of Turku, said that before obtaining a PhD one should be devoted to a specific area. "I do not think anyone can do a good interdisciplinary work before doing a good job in a specific discipline."

The disciplinary restriction for postgraduates defended by Arstila is not shared by historian Kazuhisa Takeda, from the Waseda University. In his view, interdisciplinarity is a global trend and the Japan Society for the Promotion of Science somehow encourages it to constantly improve their methods of evaluating research proposals by adopting broader criteria that involve close fields of knowledge.

Biologist Eduardo Almeida, a professor at USP, agreed with Arstila, but stressed that in Brazilian and American institutions there is a certain stimulus for undergraduate students to get interested in what is happening in areas different from their own. "However, this is difficult to do, because we receive a lot of information by e-mails, brochures and other materials. Maybe the IASs could help in this quest for knowing what is happening in other fields."

Competition in the disciplinary context was questioned by historian David Gange, from the University of Birmingham. He said that the most uncomfortable moment during the first phase of the Intercontinental Academia in São Paulo was when physicist José Goldemberg, professor emeritus from the USP's Institute of Physics and an honorary professor of the IEA-USP, advised the young researchers to be aggressive. "We are not competing against each other. If we think so, we will be contributing to the problems that universities increasingly face. As young researchers we must understand the university as well as understand our disciplines. And the only way to understand the university is being interdisciplinary," he said.

The discussion on interdisciplinarity is misconceived, according to Goddard, for whom the confluence of disciplines should always result from the topic chosen to study. "If a researcher wants to study the movement of people in the past they will need to involve biologists, study the information obtained in burials and understand the genetics of those people."

Hideaki Miyajima, director of the Waseda Institute for Advanced Study, agreed with the requirement cited by Goddard, but thinks that there are some risks in recommending young people to undertake interdisciplinary work, for "issues with this feature are difficult to identify" .

Shinohara argued that the IASs seek to connect areas of knowledge that are distant from each other: "There are numerous variations on interdisciplinarity in terms of distance between the research fields. This group at the Intercontinental Academia, for example, is quite challenging, but when talking about physics and mathematics these are relatively close fields. "

Dose said that everyone agrees with this view of Goddard, but what happens is an intersection of disciplines, careers and institutions, "complicating choices, especially for young researchers."

The situation is also difficult for the institutions, according to Dose, since "they have responsibilities both in the production of advanced research and in relation to young researchers, to whom they need to provide opportunities not found elsewhere in the disciplinary environment while establishing safeguards to follow not only one single path (even if interdisciplinary) and to stay disconnected from the disciplinary structure of the university."

The IASs need to deal with old and new academic and institutional challenges, as one can infer from the discussion. However, to Grossmann, the main issues to be addressed are related to "glocal" (global + local) aspects. "We have to worry about the challenges faced by our universities and how they correspond to global change," he said.

On April 11, Malcolm Press, Director of the University of Birmingham’s IAS, visited the IEA to talk about the first year of activities in his institute.

Once more the IEA has promoted an international meeting to exchange experiences with institutes for advanced studies of other countries. On April 11, Malcolm Press, Director of the Institute of Advanced Studies (IAS) of the University of Birmingham, UK, visited the Institute to present the development process of the IAS, the results of the first year of activities and expectations for the future.

According to Press, who is also Pro-Vice-Chancellor and Head of the College of Life and Environmental Sciences of the institution, the IAS was created with three main objectives: to promote an interdisciplinary approach, to show the world the quality of research conducted at the university, stimulating scientific exchange with other institutions, and to act as an internal catalyst, ‘promoting a synergy between the various colleges and inspiring excellence within the campus’.

The Director noted that encouraging interdisciplinarity is essential to explore the scientific potential of the university since the global challenges require interdisciplinary solutions and due to the increasing fact that funding resources are being allocated to researches with this kind of approach.

AGILITY

The first step to start the activities of the IAS was to develop a simplified system in which researchers could submit proposals for workshops with agility and convenience. ‘The idea was to reduce the bureaucracy in the process of submission and approval, enabling a quick decision’, said Press.

According to him, if the idea was good and relevant, the workshop would be approved, funded and organized in short time. For this, stakeholders needed only to submit a simple and short proposal to obey some criteria, such as choosing interdisciplinary themes, including the participation of researchers from outside and covering more than one research group.

The submission scheme generated positive results. In the first nine months, 45 workshops were held and 15 ones were scheduled. The events have involved all the 28 colleges that comprise the University of Birmingham, more than 80 external organizations, researchers from 40 universities, including the USP, and graduate students.

THEMES

In addition to boosting the initial activities of the IAS, the workshops were designed to help to outline issues of concentration. From the held events there were chosen two major research themes that will guide the institute's activities from now on: ‘Regeneration Economies: Transforming People, Place and Production’ and ‘Saving Humans: Risk, Intervention, Survival’.

The first theme is focused on understanding the factors that will drive economic growth in two regions - Birmingham and Chicago - considering the current economic recession. Among the factors to be observed in the comparative analysis are industry, education and workplace.

The second theme deals with humanitarian aspects, ethical dilemmas, technological challenges and sociopolitical problems associated to human health. Thus it involves issues related to the future of humanity, such as biological (pandemics and the cure of diseases), environmental (natural disaster prevention) and security (wars, conflicts and terrorism) threats.

EXCHANGE

The meeting with the Director of IAS is part of the series of events organized by the IEA to promote a reflection on the role of institutes of advanced studies and to stimulate exchange between such institutions. These meta-critical debates integrate the guidelines of the Institutional Project 2012-2017 and are located in the Green Room of the institute.

The first event was held in 2011, when Peter Godard, Director of IAS Princeton, and Eliezer Rabinovici, Director of the Institute for Advanced Studies at the Hebrew University of Jerusalem, came to the IEA to talk about the operation of their institutes and the specificity of advanced studies.

In 2012 Aditya Mukherjee, Director of the Institute for Advanced Studies Jawaharlal Nehru, visited the IEA. At the meeting, he dealt with the origin and the academic profile of the institute as well as the university in which it is based.

The last event took place last February, when Dapeng Cai and Susumu Saito, researchers at the Institute for Advanced Research of the Nagoya University, gave a presentation at the IEA on good practices for the development of high-level research adopted by their institute.

A Cutting Edge Academy

On February 15th, economist Dapeng Cai and chemist Susumu Saito presented the Institute for Advanced Research (IAR) of Nagoya University and talked about the project to be developed in partnership with the IEA.

“The Intercontinental Academy will act as a laboratory for future university-level collaborative work. It is a small-scale project, but has the potential to bring about a new format in higher education.”

This is the expectation of Martin Grossmann, director of the IEA, for the Intercontinental Academy of University-Based Institutes for Advanced Study (Ubias), a network of 33 university institutes of advanced study from around the world.

The pilot project for the Academy being developed by the IEA (São Paulo) and the IAR (Nagoya) was first presented to a wide audience at theAdvanced Research in Nagoya conference held at the IEA on February 15. The keynote lecturers were the chemist Susumo Saito and the economist Dapeng Cai, both full-time IAR fellows.

The event comprised two parts. In the first, Saito talked about the best practices adopted by the IAR to develop high-level research with global impact (see box). In the second, Cai expounded the concept and operation of the Academy, which were defined on the morning of the same day, in a closed meeting of the two scholars, the IEA board, members of research and curator groups at the IEA, and representatives from the Office of the Vice-Dean for International Relations.

The concept of Academy
The proposal to found the Intercontinental Academy emerged at a meeting of the Ubias Steering Committee held on March 2012 at the Jawaharlal Nehru Institute of Advanced Study, in New Delhi, India. On that occasion, the IEA and the IAR were invited to assume responsibility for the pilot project of the initiative, which will work as a joint venture, as Cai defined.

According to the economist, the concept of this Academy may be summarized in the expression “2+2+2+2”: two Ubias, from two continents, coming together to organize a joint research that will be carried out over the course of two-year period, during which two workshops will be held.

The idea is to promote scientific exchange between generations, disciplines and cultures. To this end, 15 young researchers will be selected from various universities around the world and from different areas of knowledge to engage in collaborative, interdisciplinary studies under the guidance of three senior scientists – Nobel laureates or others with similar distinction – who will oversee the activities.

This group will keep in touch during the two-year project and will meet twice in month-long workshops – one in São Paulo, scheduled for March 2014, and the other in Nagoya, planned for March 2015. In these two immersion meetings, the researchers will have the opportunity to share experiences, participate in intercultural activities and social programs, and discuss their research topic in lectures, readings, seminars and debates.

According to Cai, this type of initiative is very important because “university research is overly focused and specialized, and researchers fail to share languages, do not relate to other fields, and forget how to communicate with each other.”

The economist noted that the Intercontinental Academy will be guided by three goals: to stimulate joint research among Ubias members; to establish cooperation networks among the next generation’s scientific leaders; and to explore new forms of collective academic practices and new formats of scientific training, collaboration and dissemination.

Grossmann noted that the term ‘academy’ may have a pejorative overtone, since it is used to refer to the body of great names in science who admittedly generated quality knowledge, but were uncommitted to transforming prevalent thoughts. “However, in the sense used at the Intercontinental Academy, the term refers to a cutting edge environment, an experimental space for discussions, risk-taking and fostering unexpected encounters,” he stressed.

The selection process
Three senior international fellows, chosen by Ubias’ members, will be responsible for selecting the group of 15 young scientists. Each Ubias member may appoint up to three young candidates, researchers with postdoctoral degree or working as assistant professors. According to Cai, the idea is to bring together the best young minds from around the world and from various disciplines to think through solutions to global challenges.

The senior fellows will also propose which will be the Academy’s research program. The IEA and the IAR suggested as underlying theme the various senses and meanings of “time,” comprising the physical, social, literary, historical, artistic, biological and other points of view. As a sub-theme, they recommended the circadian rhythm, a topic studied by Takao Kondo, current director of the IAR, i.e., the biological oscillations of living beings over the 24-hour cycle of day and night.

The role of the hosts
The hosting institutes will act as a secretariat, assisting in the selection process, providing the necessary framework for academic activities, organizing social and intercultural programs for Academy members, bearing the costs of the three senior fellows, and helping find accommodation for the young scientists.

In exchange, the IEA and the IAR will have the opportunity to put the university community in touch with this select group of researchers, and to oversee the choice of the three senior fellows, the young scientists and the research program according to the needs of the region and of the university that will receive them.

The next steps
Dealings on the pilot project for the Intercontinental Academy will continue at the meeting of Ubias directors: Modeling the Future: Navigating in a Changing World, to be held in Israel on March 4 through 6, at the Institute for Advanced Studies, Hebrew University of Jerusalem.

At this meeting, the concept of the Academy proposed by the IEA and the IAR will be presented to the other Ubias members, who will help define and detail the theme of the research program. The process to select the researchers will then begin, to be finalized in September during an Ubias conference to be held in Vancouver, at the Peter Wall Institute for Advanced Studies, University of British Columbia.

After the process to select the researchers is completed and the research theme chosen, the group will have six months to prepare for the first workshop in São Paulo.

THE EXPERIENCE OF THE IAR

The governance structure of the IAR comprises a director, three deputy directors, two full-time researchers (both of whom attended the event) and a four-member Steering Committee.

The Institute’s academic nucleus boasts 11 prominent scientists, including four Nobel laureates: the founding director of the Ryoji Noyori Institute (Chemistry, 2001), Toshihide Maskawa (Physics, 2008), Osamu Shinomura (Chemistry, 2008), and Makoto Kobayashi (Physics, 2008).

According to Saito, one of the Institute’s guidelines is to promote exchange between generations, bringing together experienced researchers (such as those from the academic nucleus) and others in the early stages of their career.

Among the missions of the IAR is ensuring the independence of young scientists, thus fostering the development of new staff for the University.

The chemist also stressed that the IAR seeks to provide a productive research environment by organizing lectures, seminars and informal meetings where researchers from different fields may dialogue and discuss issues of common interest.

Organized with the support of the French Embassy, the meeting will be held in French with simultaneous translation and broadcast live over the web.

The Collegium is the seat of the Réseau Français des Instituts d'Études Avancees (RFIEA), created in 2006 by the French government and that counts with three other institutions: Institut Meditérranéen de Recherches Avancées (IMéRA), the Institut d'Études Avancées de Nantes (IEA Nantes) and the Institut d'Études Avancées de Paris (IEA Paris). Such as the IEA-USP, RFIEA also integrates the network Ubias (University-Based Institutes for Advanced Study).

International interdisciplinarity

According to Faron, the Collegium tends to respect two main dimensions: a complete international openness and the search for an active interdisciplinarity. ‘The Collegium wants to be an independent research center and a place of great freedom for a community of teachers and high-level researchers, who have the possibility of getting rid of the contingencies related to the responsibilities of teaching and/or administration in order to favor their own scientific activities for a time of 5 to 10 months’.

With 15 to 20 annual, the Collegium is an attractive tool in the panorama of the French higher education and research. ‘It is a device that begins to bear scientific pioneering results’.

Lecturer

The international conference 'The Collegium de Lyon: A French Institute of Advanced Studies' was held by the IEA on May 10. Olivier Faron, the institution's president, spoke about the particularities, operation, and objectives of the institute.

The Collegium de Lyon stands in the scientific horizon of France as a center of innovative research by combining three key features: independence, interdisciplinarity and international openness.

The statement summarizes the main ideas presented in the international conference The Collegium de Lyon: A French Institute of Advanced Studies. At the event, held by IEA on May 10, Olivier Faron, the institution's president, spoke about particularities, operation, and objectives of the institute.

Founded in December 2006, the Collegium is the seat of the Réseau Français des Instituts d'Études Avancées (RFIEA), a network created by the French government in the same year and that brings together three other institutes for advanced studies in France: the Institut Méditerranéen de Recherches Avancées, the Institut d'Études Avancées de Nantes and the Institut d'Études Avancées de Paris.

The RFIEA is part of the University-Based Institutes for Advanced Study (Ubias), a network that brings together 33 institutes for advanced studies linked to universities around the world, including the IEA.

Autonomy
According to Faron, the central issue in the creation of the Collegium de Lyon was to define a specific concept of an institute for advanced studies in the midst of the work done by other French scientific organizations: ‘We came to the conclusion that there was a need of creating an innovative environment that enabled researchers to reach new areas of research and proceed with epistemological rupture’.

To make this possible, decisions about science policy of the institute were left in charge of an independent international scientific council. Faron emphasized two other factors for the creation of this environment: the opening of the institute to researchers around the world, including members of the council, and the interdisciplinary vocation, associated to freedom of choice of themes.

According to the speaker, when the Collegium began its activities, it was decided to draw research programs, defining themes of concentration. ‘We quickly realized that the schedule system was sterilizing and did not work’, he said, noting that this constituency did not contribute to attract the best researchers.

He highlighted that renowned scientists, capable of original results, only began to be interested in the institute when the fixed schedule was abandoned and replaced by thematic freedom, which gave room for the proposition of pioneering and interdisciplinary research projects.

Visitors
Visiting researchers can stay at the Collegium de Lyon for a sabbatical period of five or ten months, having the opportunity of devoting themselves entirely to research, without worrying about administrative obligations or others related to teaching.

The calls take place throughout the year, without too much bureaucracy, and are guided by academic excellence. According to Faron, ‘it is important to invite colleagues who have their own skills, who add value to the institute and generate relevant results’.

To ensure that this occurs, the scientific council follows four main selection criteria: the scientific quality of the project, the innovative aspects, expected results and expected impact considering the research profile of the Lyon region.

In addition, each visiting researcher has a local mentor who makes them get acquainted to the scientific landscape of Lyon and join their project with the ongoing research in the city.

Green Room
The conference conducted by the Collegium de Lyon’s president is part of the series of events organized by the IEA to promote a reflection on the role of institutes of advanced studies and to stimulate exchange between such institutions. These metacritical debates integrate the guidelines of the Intitutional Project 2012-2017 and are located in the Green Room of the institute's website.

The events have been intensified in 2013. Last February, Dapeng Cai and Susumu Saito, researchers at the Institute for Advanced Research of the Nagoya University, gave a presentation at the IEA on good practices for the development of high-level research adopted by their institute.

In April, Malcolm Press, Director of the Institute of Advanced Studies (IAS) of the University of Birmingham, visited the IEA to present the development process of the institute, the results of the first year of activities and expectations for the future.

The host institution of the meeting is the Peter Wall Institute for Advanced Studies at the University of British Columbia.

The theme of the meeting is ‘Scientific and Academic Knowledge’. It is an initiative of the UBIAS network to strengthen the relationship between its members and expand knowledge globally. Researchers at different stages of two career areas, the humanities and the natural sciences, will have the opportunity to share ideas with each other, graduate students and the audience during the three-day meeting. (Read the full program.)

The IEA will be represented by its director, Martin Grossmann, and the advisor Guilherme Ary Plonski, exhibitors of the panel ‘Curating Knowledge’, which will present the concept of ‘meta-curatorship’ deployed at the institute on September 19. The proposal involves interdisciplinary work with researchers and coordinators with the purpose of motivating the formation of networks and minimize the primacy of individual authorship.

In addition to the exhibition on ‘meta-curatorship’, the IEA will present the case of the Scientific Electronic Library Online (SciELO) via video interview recorded with the scientometrics expert Rogério Meneghini, scientific coordinator of the online academic journal base. SciELO is also subject of Meneghini’s written contribution for the UBIAS meeting.

Another Brazilian institution that will be present at the conference is the Latin American Institute for Advanced Studies (ILEA) of the Federal University of Rio Grande do Sul, which will be presented by its director, José Vicente Tavares dos Santos.
